When a coating fails prematurely, the cost is rarely just the paint. Docking schedules slip, warranties get contested and maintenance budgets blow out. Independent third party inspection catches the problems early, while they are still cheap to fix.

The Challenge for Public Asset Owners

Aerial view of two large snow-covered cylindrical storage tanks beside a road and grassy area.

Public infrastructure is designed for decades but funded in budget cycles. Coating maintenance is easy to defer and expensive to recover: a protective system that fails early turns a planned maintenance line into unbudgeted capital works.

Asset managers need defensible condition data, not a contractor's assurance, to justify forward estimates, prioritise spending and demonstrate probity when decisions are audited.

Independent and Unbiased

How Defender Corrosion Control Supports Public Asset Owners

Providing independent coating inspection, condition surveys and corrosion consultancy for government asset owners and the contractors who maintain public infrastructure. A typical engagement is an In-Service Coating & Corrosion Survey that gives the asset manager a clear, prioritised picture of where the asset stands and what intervention it needs. Learn more about our In-Service Coating & Corrosion Surveys.

Where a failure has already occurred, our Failure Analysis & Remedial Specification service establishes the cause and specifies the fix. And on new or remedial work, our Coating Inspection & Verification service confirms the coating system was delivered to specification.

Defender Corrosion Control has no commercial relationship with any coating manufacturer or applicator. Our findings are reported solely in the asset owner's interest, which removes a conflict of interest that sits unexamined in many maintenance contracts: the applicator inspecting its own work.

Defender Corrosion Control provides mining coating inspection and oil and gas coating inspection services, working alongside asset owners, project engineers and maintenance teams throughout the asset lifecycle, from protective coatings application through to in-service condition assessment.  Our independent inspectors verify surface preparation, monitor coating application, carry out condition assessment and quality assurance checks, and flag defects before they become failures. Learn more about our Coating Inspection & Verification service.

Where coating failures are identified, our Failure Analysis & Remedial Specification service helps determine the root cause and recommend corrective actions. For ongoing asset maintenance, our In-Service Coating & Corrosion Surveys provide scheduled condition assessments that support long-term integrity planning.

Because Defender is not aligned to any contractor or coating supplier, every finding is reported in the asset owner's interest. That independence gives mining and energy operators confidence that protective coatings are performing as specified, contractors are meeting their obligations, asset integrity is protected, and maintenance planning is directed to where it is genuinely needed.

Assets and Environments

We inspect steel and concrete infrastructure across the exposure spectrum, from sheltered C3 environments through to C5 coastal and Im2 immersed structures under ISO 12944 and AS/NZS 2312. Typical asset classes include:

Public buildings and utilities structures

A typical engagement is an In-Service Coating & Corrosion Survey: the asset is divided into defined inspection zones, coating condition is assessed and classified against ISO 4628 and recognised rust scales, severity is rated, and the findings land as a prioritised picture an asset manager can take straight into maintenance planning and budget submissions.

Public infrastructure work often overlaps with the marine and resources sectors. Owners can also explore our Marine and Mining, Oil and Gas industry services.

Corrosion and Coating Services for Public Infrastructure

Managing a public asset rarely needs just one thing. A condition survey for a budget submission, a coating failure and a maintenance specification are usually the same story at different stages. Defender supports the full cycle.

Our Inspection and Corrosion Management Approach

Defender's process begins with the specification itself, then follows the work or the asset condition through defined inspection zones.

Findings are documented with calibrated instrumentation, photographic evidence and clear, decision-ready reporting, giving asset managers an audit-ready record that stands up to dispute and freedom-of-information scrutiny alike.

STAGE 06

Classify defects against recognised standards

This structured, independent methodology is what allows Defender to give programs and contractors a defensible, standards-aligned answer to a simple question: is this protective coating system going to protect the asset, and its availability, for as long as it's supposed to?

Relevant Experience

Defender Corrosion Control's inspection discipline was built on Tier 1 resources and Defence work, environments with the most demanding quality systems in Australian industry, and transfers directly to public assets. Recent work includes independent coating verification on a Commonwealth-operated patrol vessel sustainment program and quality assurance on major industrial infrastructure across the Pilbara and North West Shelf.

Defender's founder and Managing Director, Nicholas Riley, is an AMPP Senior Certified Coating Inspector (CIP Level 3), the highest level of coating inspector certification, and a qualified Master Painter with more than twenty years across Defence, marine and heavy-industry assets. That standard of assurance is what public asset owners get on every engagement.

Frequently Asked Questions

  • Why does independence matter for public infrastructure coatings?

When public money buys a coating system, the asset owner needs proof it was delivered to specification, not the applicator's assurance about its own work. As an independent consultant with no supplier relationship, Defender Corrosion Control reports solely in the asset owner's interest, producing a record that stands up to audit, dispute and freedom-of-information scrutiny.

  • What does a coating condition survey give an asset manager?

A prioritised, defensible picture of the asset: coating condition assessed in defined zones, classified against ISO 4628 and recognised rust scales, and severity-rated. That evidence goes straight into maintenance planning, forward estimates and budget submissions, replacing assumption with data.

  • Can you help us write a maintenance specification?

Yes. We can help set acceptance criteria that can actually be verified on site, rather than criteria that read well but cannot be proven. That means the coating you specify is the coating you can demonstrate you received.

  • What public infrastructure assets do you inspect?

Steel and concrete infrastructure across the exposure spectrum, from sheltered C3 through to C5 coastal and Im2 immersed structures. Typical assets include ports and maritime infrastructure, water and wastewater treatment structures, storage tanks and pipework, and public buildings and utilities structures.

  • Can you be engaged directly by an agency, or only through a contractor?

Either. We are equally comfortable engaged directly by a government agency or through a managing contractor, and our independence is the same in both cases.

  • What standards do you inspect public infrastructure to?

ISO 12944 and AS/NZS 2312 exposure classifications, AMPP/NACE coating inspection standards, ISO 8501 surface preparation, ISO 4628 degradation assessment, and AS 1627, ASTM and SSPC defect classification. Where an agency or managing contractor specification applies, we inspect to that specification directly.
